On December 1, Wang Jian, member of the Party Committee, Assistant Minister, and Director of the Equipment Finance Bureau of the Ministry of Public Security, attended the establishment meeting of the Police Equipment Finalization Committee and delivered a speech.

　　Wang Jian pointed out that strengthening and standardizing the finalization and installation of police equipment is an objective requirement to further enhance the actual combat capabilities of public security organs. It is an effective way to achieve scientific development of public security equipment construction and an important measure to solve outstanding problems in the research, development and installation of public security equipment. It is necessary to proactively adapt to the situation, keep up with actual combat needs, further strengthen equipment research and development and installation work, and strive to provide more powerful equipment support for the actual combat capabilities of the public security; it is necessary to coordinate the research and development, finalization and installation of public security equipment, and strengthen the technical control and installation of equipment products. Performance review to improve the efficiency of public security equipment construction; it is necessary to strengthen top-level design, coordinate R&D resources, standardize systems and mechanisms, and strictly standard procedures to promote the scientific, standardized and orderly development of public security equipment R&D and installation work.

 
 

　　Wang Jian emphasized that the Police Equipment Finalization Committee of the Ministry of Public Security, as the decision-making, approval, and guidance agency for the finalization and installation of police equipment, should give full play to its functions of top-level design, review and control, and guidance services. It is necessary to study and build a scientific and systematic public security equipment system, promote the simultaneous development and in-depth integration of equipment research and development and actual combat needs; comprehensively consider the equipment research and development needs of various police departments, study and formulate public security equipment finalization work plans and annual implementation plans; scientifically deploy public security equipment research and development resources, and effectively increase support for the research and development of key technologies and high-tech equipment in key areas of public security business. We must adhere to the principle of fairness and impartiality, use the approval standards as the criterion, use the results of finalization tests and team trials as the basis, and use openness and transparency as the guarantee. We must carry out in-depth review work, further standardize procedures, improve systems, strengthen supervision, and strictly control. It is necessary to release information in a timely manner, do a good job in basic work, do a good job in quality tracking, provide guidance and services, and vigorously promote the research and development, use and promotion of public security equipment.
